As per the government, a total of 26 security personnel, including three officers, five paratroopers, and seven civilians, have been killed in these areas since October 21, 2021.


Security agencies in Jammu and Kashmir have raised concerns about an increase in activity at the Line of Control (LoC) along the border districts of Rajouri and Poonch, despite cross-border infiltration being at its lowest this year. There has been a notable surge in infiltration attempts, with security forces on high alert.

A senior officer on the ground stated that while attempts are being thwarted by security forces, the possibility of some infiltrators going undetected remains a concern. Pakistan's strategy appears to involve continuously pushing more terrorists, even if a portion of them gets eliminated during encounters. The region's geography and all-weather accessibility further favor their operations.

Over the last two years, escalating casualties in the area have prompted a reevaluation of security planning. Since October 21, 2021, a total of 26 security personnel, including officers, paratroopers, and civilians, have been killed in these border districts.
Cordon and search operations have become routine, and local residents acknowledge frequent encounters and casualties. The Rajouri-Poonch belt in the Pir Panjal region is being increasingly targeted by terrorists who are shifting focus from Kashmir after facing setbacks there. Intelligence-based operations, including cordon and search efforts, are being executed more aggressively.

Lieutenant Governor Manoj Sinha indicated the adoption of new strategies by security and intelligence agencies to restore peace in these border districts. The Human Rights Report by the Forum of Human Rights for Jammu and Kashmir also highlighted the resurgence of militancy in the Poonch and Rajouri border areas, supported by cross-border assistance from Pakistan-held territories. The report underlines the changing security dynamics in the region.
This shift in security dynamics marks a significant challenge for authorities and underscores the need for continued vigilance and strategic planning to counter emerging threats along the LoC.

A 22-year-old auto driver from Jammu and Kashmir's Pulwama has finally overcome his drug addiction after two years of struggle. The two years of heroin addiction shattered his life and his family.
After spending a year at Srinagar's drug de-addiction centre, he is now hoping to rebuild his life.
"I was injecting heroin regularly. Two people from my area convinced me that the substance would help me to get rid of cigarettes. Eventually, I became addicted and ruined my life," says the 22-year-old.

Cross-border drug smuggling has become a serious concern in Kashmir, with drug money being used to fund terrorism in the region. Despite efforts to combat smuggling, the number of drug addicts has been on the rise. The situation has prompted both health and security challenges, as drugs like heroin are widely consumed, often through injection, leading to increased health risks. Authorities have acknowledged that drug abuse has become a more significant challenge than militancy in the region. In response, law enforcement has been working to differentiate between drug addicts and drug smugglers. While addicts are being rehabilitated through Addiction Treatment Facilities (ATFs) and Drug De-Addiction Centers, stricter measures are being taken against drug peddlers and cross-border smuggling operations. In recent years, the issue of drug trafficking and its connection to terrorism was highlighted when the National Investigation Agency (NIA) uncovered a drug syndicate that was funding terrorists in Kashmir. This discovery, along with the increase in drug-related arrests and incidents, has revealed the severity of the challenge and the complex web of issues that need to be addressed. The region's health system is also grappling with the surge in drug addiction, as the number of patients seeking treatment has significantly increased. Health professionals are facing the daunting task of managing the health and social consequences of widespread drug abuse. Kashmir's struggle with drug addiction and its ties to terrorism underscores the multifaceted nature of security challenges faced by the region and the need for comprehensive strategies that address both the supply and demand sides of the drug trade, while also addressing the socio-economic and health factors that contribute to the issue.
